Huge Welts from Flies?

So I put my horses out today from morning until 6. 1 of my horses does not seem to be affected, she quivers her skin, bucks, bites, and everything else because she hates flies. 1 of my horses however is covered in huge welts on his back, and so many on his back legs theres hardly a spot not swollen. He was drenched in fly spray and wearing a fly mask. However, he does sweat alot. I think he may have sweated off the fly spray. Still I walk out there and he is just standing there with several horse flies biting him like he can't be bothered to use his tail to swish them off. I have had fly sheets on him in the past but he just sweats more, and tears them up. Normally, the horses aren't out all day, but it wasn't as hot as usual today. Now I guess I won't put them outside so much even for a day, put what can i do atm?

Try using a sweat resistant fly spray. I have some, I just forget what it is called. And on the welts, try some SWAT. It works great and it smells like watermelon. I guess thats a plus and flys HATE it. Or you can get misters, and use Cinnamon water,to keep the flies away, if that makes sense.
